Answer:
cell phone companies similar to Cingular/AT&T, Verizon, etc have wireless cards and plans.
It depends on what you indicate by anywhere. In the United States and Western Europe, you can use a GSM card to access cellular data networks. Be aware that contained by the United States, most cellular data networks are unbelievably slow and virtually unusable for anything but checking email. In a few regions, AT&T offer HSDPA (High Speed Downlink Packet Access) which provides a fast background connection. Alternatively, Verizon offer a technology called EVDO that, while not as rapid as HSDPA, is available in more locations. Note that most cellular carrier require data plans that any charge per kilobyte downloaded or have a flat levy ($49.95).
If you really meant, ANYWHERE, as within the arctic or ocean, you can still finish internet access, but it's going to be more difficult. You would need a satellite phone or satellite notes kit that would connect to your computer via USB. Speeds are a moment or two higher than regular GSM background speeds. Incidentally, satellite phones are how CNN or MSNBC correspondents in Iraq (etc.) communicate and transport back video when they don't own access to a whole mobile communications truck next to a satellite dish.
